As Antonio Miloshoski said the other day, 80 to 90 thousand euros was the tariff for granting a license to open a notary office.
Those who received licenses then abuse the system, thinking that they are untouchable because they have paid.
One such example is the FFM lawyer
Vladimir Gashevsky who has a notary office.

The law says “Prohibition to perform another activity or function” (Article 36) is obtained if the notary “performs another professional activity or service…, or is a member of the management board…”.

He breaks the law by doing two things.
FFM previously had an example where notary Eleonora Andreeva resigned as a member of FFM bodies.

The Law on Gasevsky does not apply.
